LE MATIN DU SAHARA:
On the Sidelines of the Second Meeting of the Chiefs of Staff of the UN's Members States, Morocco and Pakistan Launch the Group of Countries Contributing by Troops and Police to the United Nations: "The ambassador of the Kingdom of Morocco to the United Nations, Omar Hilale, and his counterpart from Pakistan, the Ambassador Maleeha Lodhi, have established, at the UN headquarters in New York, last Friday, a group gathering the main countries contributing by troop and police to the United Nations' peacekeeping operations. The launching of this initiative was marked by the presence of the heads of military delegations of the two countries, participants in the second meeting of the Chiefs of Staff of the UN Member States. The Moroccan military delegation participating in this second edition is led by the general of division, commanding the South Zone of the Royal Armed Forces."

Abyssal Debt of Sonarges: The Principal Statement Responsible for the Deterioration of the Company's Financial Position: "Contrary to what is said or written, the deterioration of the financial situation of the National Society for the Development and Management of Stadiums (Sonarges), which translates its abyssal debt (51.85 million Dirhams), is not due to any mismanagement. According to an alert card sent to the Supervisory Board concerning the financial situation of the company that "Le Matin" was able to consult, the company's difficulties began in 2011, following its inability to mobilize the public funding included in its business plan approved in 2010. In other words, the financial troubles of the company began as soon as the state began to evade its commitments to the company. The paper points out that the company's debt, which amounts to 51.85 million Dirhams, is equivalent to the balance of the contribution that the State had to make in accordance with its business plan drawn up by the firm Roland Berger."

L'ECONOMISTE:
Technical Visit: The State Exonerates! : "The state persists and violates the Traffic laws. Its fleet is still free of technical control. However, the situation was expected to normalize by the end of 2011. Six years later, it did not change an iota, except that the fleet of vehicles held by the state more than doubled over the period. It currently borders the 200,000 units against 79,600 in 2011. "

Too Many Students out of School! : "The hemorrhage of school drop-outs continues. According to early data from the student management system, Massar, 218,141 left school during the 2016-2017 school year. Three years earlier, more than 352,000 had terminated their education. Absence of a generalized preschool, overstaffing, repetition, degradation of quality... Too many ingredients push them towards the exit door. And the more they leave young, the more they risk falling into precariousness."

AL BAYANE:
Business Premises: Details of the VAT: "The new tax circular raises doubts about the application of 20% VAT on the rental of professional premises, as provided for by the Finance Bill of 2017. It states that taxation applies to premises containing any equipment necessary for professional use, such as medical devices, catering equipment, and teaching aids used in the education sector. Several examples of premises are cited, including theaters, halls of festivals, stands at fairs and exhibitions, dental offices, hotels, and clinic buildings. In addition, this includes furnished rooms for meeting purposes, restaurants and cafes, and schools. Thus, the premises containing only the equipment linked to the premises itself, such as the elevator, air conditioning, central heating, Wi-Fi, water and electricity meters, and telephone installation, are not considered to be equipped, and therefore will not be trapped."

Removal of a Medicine Against Hemorrhoids: "Proctolog, a medicine used in the treatment of hemorrhoidal seizures, has just been removed from being sold. The Ministry of Health has suspended marketing authorization for this drug medicine by Pfizer Laboratories. The National Agency of the Safety of Medicines and Health Products (ANSM), French institution, has concluded that the medication manufactured by Pfizer Laboratories has a negative benefit/risk. The batches already marketed must be returned to the wholesalers."

LIBERATION:
The Mutation Movement Is Not Only Happy Among the Teachers: Discordant Voices Between Labor Unions and Ministry: "Education labor unions, including the National Labor Union of Teachers affiliated to the Democratic Federation of Labor (SNE-FDT) rise after the announcement of the results of the mutation movement at the regional and national levels. Labor unions coordinations of several cities in the Kingdom (including those of Béni Mellal-Khénifra, Settat, Khouribga, Essaouira, Taroudant, El Haouz, Nador, Jerada, Souss-Massa, Ouezzane, Khémisset, Tetouan, Benslimane, and Berrechid) have expressed their frustration at the results of the mutation movement at the regional level which were announced last week by the Department of National Education, Vocational Training, Higher Education, and Scientific Research."

3.000 Clandestine Parking Spaces Listed in the City Center of Casablanca: Parking Between Scam and Non-Application of Regulations: "It's 3:30 pm. We drive to Aïn Diab, stronghold of the scammers of the parking lot. Once engaged in the great Boulevard of Corniche, the guards fall on us from everywhere. We end up choosing one of them. Not even giving us time to get out of the car, he announces that the parking costs us 10 Dirhams to pay in advance. After a few minutes of negotiations, he tells us: "It's like this everywhere, if you do not like it, you just have to go." So we had no choice but to pay."

AUJOURD'HUI LE MAROC:
Restructuring: Impoundment: End of Anarchy: "Casablanca wants to put an end to the anarchy in the field of towing and impounding vehicles. The Local Development Corporation (SDL) Casa Développement, in charge of the management of parking and pounds in the city, has launched a call for tenders for the preparation of a study on the organization and structuring of the vehicles removal and impoundment service in the municipality of Casablanca. The tenders will be opened on July 24 on the premises of the Local Development Corporation (SDL) Casa Développement."

Labor Unions: The Arm Wrestling Continues at UGTM: "The supporters of Hamid Chabat, the current Secretary General of the Istiqlal Party (PI), have refused to release the premises of the General Labor Union of Moroccan Workers (UGTM) labor union relay of the party. Justice had nevertheless given reason to Enaam Myara, who became secretary general of UGTM a few months ago. The headquarters of the union is still occupied by the supporters of Hamid Chabat and Mohamed Kafi Cherrat, the former general secretary of the labor union confederation. The arm wrestling between the two camps is therefore still going on."

Les Inspirations Eco:
Status of Bank Al-Maghrib: The Executive Undermines the Reform: "As the reform of the exchange rate regime begins, the project of recasting the status of Bank Al-Maghrib resurfaced. The legislator resurrects the bill already under consideration in 2015 in the form of a new text (Bill 40-17) recently distributed to members of the government."

Morocco-OECD: First Multidimensional Review of the Kingdom: "Morocco is the third African country to benefit from the OECD Multidimensional Review, which draws up a balance sheet of policies for the development and diversification of the economy. The country's economic model, which has been the subject of heated debates, returns to the front of the stage."
