Of the 1,507 Texts Adopted Since 1963, Only 108 Are Legislative Proposals: How the House of Representatives Wants to Improve Legislative Initiative by Deputies: "Legislative initiative by parliamentarians remains desperately weak. Of the 1.507 texts adopted by the Moroccan Parliament since 1963, only 108 are proposals for legislation from Parliament, i.e. 7.1% of all texts adopted in 53 years of parliamentary work. According to Habib El Malki, this situation, which is mainly attributable to the limited resources available to Parliament compared to those made available to the Executive, must change, because "the image and role of the legislative institution is at stake."
